Responder

Blackwing Industries is a private military company which has been contracted by Paragon City to replace the police in Kallisti Wharf.

Patrollers that interact with the public are the 'face' of the company, but behind the scenes they operate to protect Blackwing's interests. When an incident is unfolding that requires action, a Patroller will equip BWI's patented kinetic dampening armor and become a Responder.
