Lieutenant · L40–55 · Lt Grunt · Blackwing · Blackwing_LT_PEACE_Phantom
Blackwing Industries is a private military company which has been contracted by Paragon City to replace the police in Kallisti Wharf.
P.E.A.C.E. (Police Emergency Action & Crisis Engagement) is their heavy response division.
Phantoms wield weapons coated in non-lethal neurotoxic agents, vanish using cloaking devices, and are trained in infiltration techniques. Specular implants allow them to detect hidden threats and identify targets, making it extremely difficult to take them by surprise.
