P.E.A.C.E. Neutralizer

Blackwing Industries is a private military company which has been contracted by Paragon City to replace the police in Kallisti Wharf.

P.E.A.C.E. (Police Emergency Action & Crisis Engagement) is their heavy response division.

Neutralizers are designed to completely obliterate a target that has been deemed too dangerous to be taken alive, when the potential threat outweighs the cost of collateral damage. Equipped with various artillery-class weapon armaments, these are the last resort in BWI's arsenal, when a dire situation calls for discarding all restraint.
