P.E.A.C.E. Commander Quantum

Blackwing Industries is a private military company which has been contracted by Paragon City to replace the police in Kallisti Wharf.

P.E.A.C.E. (Police Emergency Action & Crisis Engagement) is their heavy response division.

P.E.A.C.E. Commanders are often high ranking members of the company, and receive the best training and equipment money can buy. This includes extensive hand to hand training wielding BWI's powerful kinetic gauntlets. They typically act as field generals, but can also act as temporary crisis negotiators until more specialized personnel can arrive on the scene.
